The ID Replacement Clinic, part of a city-wide program called Partners for Access and Identification (PAID), helps people get the identification they need to access health care, sources of income such as pensions, and other services.

Our Partners for Access and Identification (PAID) program helps people who are homeless apply for identification like health cards and birth certificates. With many clinics across the city each day, PAID is easily accessible for people who are living on the street, in shelters, or in encampments.

Getting and keeping identification is difficult for those on the street or in the shelter system. Theft and lacking a secure place to store ID mean clients often have no identification. The Identification Service helps people obtain an Ontario Health Card and, when necessary, apply for a birth certificate or proof of legal status. These documents then support an application for a social insurance number.

This weekly program helps vulnerable people get the identification (ID) needed to access services. ID includes a Canadian birth certificate or birth registration, replacement of SIN card or Record of Landing, and Health Card if you have no address or ID.
